Agenda: Creating an industry-wide centre for information security, assistance for the aviation industry, financing the maintenance and repair of regional and local motorways.

Opening remarks by Mikhail Mishustin:

Colleagues, good afternoon.

Today we are going to discuss an issue that has to do with our country’s technological sovereignty. This is the objective that the President has set for us.

In the face of mounting external pressure, it is especially important to stimulate the development of our own projects in a variety of areas, including, specifically, solutions to ensure the security of sensitive information (for individuals as well as businesses) and the uninterrupted functionality of the country’s critical infrastructure.

The Government will allocate more than 3.3 billion roubles for the creation of an industry-wide information security centre.

These funds will be directed to create the infrastructure and establish laboratories for research and development in this area. In the future, they will help accelerate the introduction of new and reliable, advanced domestic technologies. They will also help develop integrated information security mechanisms that the state and businesses need for the development of digital services and platforms, telecommunications networks, and electronic signature tools.

We must have Russia-based solutions that increase the security of digital systems, user data and user accounts.

The next question is about assistance to the aviation industry. The Government will allocate another 5 billion roubles to support the air traffic control system in Russia.

With the introduction of the external restrictions, this important branch of the national economy had to reduce the number of flights. This year, the Government has allocated 5 billion roubles to keep highly qualified staff employed and to maintain uninterrupted air service.

The number of flights in Russia has been steadily growing in recent months. Nevertheless, the industry needs the funds for the procurement of radar equipment which is necessary for the development of regional airports, for strengthening the protection of information systems, as well as for making advance payments under contracts with manufacturers and building a reserve for the future.

To do this, we will now allocate an additional 5 billion roubles for the investment programmes of the State Air Traffic Management Corporation, to lay a solid foundation for aviation safety for years to come, to increase the resilience of the national transport infrastructure and make air transportation more accessible to people and businesses in various parts of our country.

The Government continues to support the Russian regions.

The President’s instructions have to do with improving specific roads in the country’s largest cities and conurbations, as well as with organising this work across all regions.

We will allocate about 15 billion roubles from the budget for the maintenance and repair of motorways of regional and local significance, including streets and roads – that is, local routes and access roads in communities that residents use daily. This project will ensure the improvement of more than 20,000 kilometres of motorways, access roads, interchanges, and exits. It will make it more comfortable to travel by car or public transport, and more convenient for pedestrians. The quality of freight transport will also improve.
