The revision of the CO2 emission performance standards for light-duty vehicles1, on which the co legislators recently reached a political agreement, provides a pathway to decarbonisation of new cars and vans, with progressively higher CO2 emission reduction targets reaching 100% in 2035. The Commission is preparing a proposal for a revision of the CO2 emission performance standards for heavy-duty vehicles2.

From the demand side, the Clean Vehicles Directive3 mobilises public procurement to accelerate the roll-out of low- and zero-emission vehicles. The Commission is studying an initiative for the decarbonisation of corporate fleets, to be launched in 2023 as announced in the RepowerEU Communication4.

The fast-growing number of zero-emission vehicles on our road will require appropriate recharging and refuelling infrastructure. The Commission proposed a new Alternative Fuels Infrastructure Regulation5 setting mandatory targets for its deployment across the EU, as well as a revision of the Energy Performance of Building Directive6.

These instruments will accelerate the roll-out of zero-emission vehicles; at the same time, we need to decarbonise the fuels used by internal combustion engine vehicles in circulation on our roads; the proposed revisions of the Renewable Energy Directive7 and Energy Taxation Directive8 and the proposed Emissions Trading System for road transport and buildings will help achieve this objective.

The common European mobility data space will support mobility stakeholders in areas like cooperative, connected and automated mobility. Following initiatives in the EU strategy for data9 and under the Digital Europe programme and Connecting Europe Facility programmes, a Commission Communication will provide further information on this topic in 202310.
