Brussels, 3 January 2025

The EU Commission has received on 27 December Poland´s third payment request under the Recovery and Resilience Facility (RRF), for € 4.2 billion in grants and €3.1 billion in loans, net of pre-financing.

Poland´s payment request concerns a total of 41 milestones and targets. It covers reforms aimed at matching skills with labour market needs, advancing hydrogen technology development, and improving public employment services. In the field of public health, reforms include the entry into force of the Act on the National Cardiological Network, hospital efficiency improvements and modernisation, and the introduction for the largest and most polluted cities of low-emission zones. The request also covers investments aiming to and shorten the supply chain of agricultural and food products, investments in the replacement of heat sources and the improvement of energy efficiency in single family residential buildings, as well as projects improving road safety.

The Commission will now assess Poland’s fulfilment of the milestones and targets linked to this payment request. It will then share its preliminary assessment with the Council’s Economic and Financial Committee.

Poland’s overall recovery and resilience plan will be financed by €59.8 billion. More information on the Polish plan is available online.
