The Government is planning to provide NOK 3.5 billion for the procurement of military equipment for Ukraine from the Ukrainian defence industry. In addition, Norway is now providing NOK 600 million for the procurement of various types of drones and for the development of drone technology for the Ukrainian armed forces.
‘Every day for the past three years, the Ukrainian people have been fighting for their freedom. They are not just fighting for Ukraine, but also for the security of Europe as a whole, and for a world order based on international law and democratic values. In order to maintain Ukrainian resilience, it is critical that Norway and other countries continue and increase their support to Ukraine,’ said Prime Minister Jonas Gahr Støre.
It is essential to maintain support for Ukraine’s fight to defend itself, not only by providing donations, but also by investing in the Ukrainian defence industry.
‘The scale of military and civilian needs in Ukraine is enormous. It is vital to strengthen the capacity of the Ukrainian defence industry to deliver military equipment to the front. Norway will contribute to the effort to strengthen the Ukrainian defence industry. By purchasing military equipment directly from Ukraine, we are helping to increase the country’s production capacity, which is a crucial component of our military support,’ Mr Støre said.
Partnerships with Ukrainian companies
The Norwegian authorities will work with Norwegian companies to promote Norwegian-Ukrainian partnerships in order to share technology and expertise.
‘This is something both Ukraine and the Norwegian industry have expressed an interest in,’ said Mr Støre.
A large Norwegian business delegation has recently been in Ukraine. In cooperation with the Norwegian authorities, they have been exploring opportunities for supporting and collaborating with the Ukrainian defence industry.
The Government has already provided NOK 500 million in support to a Danish-Ukrainian collaborative effort to procure military equipment for Ukraine from the Ukrainian defence industry.
In the 2025 national budget, the Government established a dedicated scheme to reduce risks for Norwegian companies seeking to invest in Ukraine or export to the country.
Procurement of drones
Norway will provide NOK 600 million for the procurement of various types of drones and the development of drone technology for the Ukrainian armed forces.
Earlier in February, Norway became a member of the Drone Capability Coalition for Ukraine, co-led by Latvia and the UK.
‘Drones and drone technology are important both to protect criticial infrastructure and for use on the front line,’ said Mr Støre.
Norway also recently provided NOK 700 million to a multinational initiative to procure drones for Ukraine. The new allocation of NOK 600 million comes in addition to this.
Norway providing substantial support to Ukraine
Norway has committed to providing a minimum of NOK 155 billion in support to Ukraine under the Nansen Support Programme for Ukraine in the eight-year period from 2023 to 2030. All the political parties in the Storting have endorsed this support.
Of the NOK 35 billion currently allocated for 2025, NOK 22.5 billion will be provided as military support and NOK 12.5 billion as civilian support.
Norway also provided NOK 12 billion in support in the first phase of the war (2022–2023). This came in addition to the funding allocated under the Nansen Support Programme.
