Munich 14 February 2025

In Munich, President of Ukraine Volodymyr Zelenskyy met with Vice President of the United States JD Vance. The delegation also included Secretary of State Marco Rubio and U.S. Special Envoy for Ukraine and Russia Keith Kellogg.

The teams of Ukraine and the United States agreed to continue their work on drafting the document on economic partnership between the two countries.

The parties discussed a number of key issues. Ukraine looks forward to Keith Kellogg’s visit for further meetings and a deeper assessment of the situation on the ground.

Volodymyr Zelenskyy stressed that Ukraine is ready to move as quickly as possible towards a real and guaranteed peace. Ukraine deeply values President Trump’s determination, which can help stop the war and secure justice and security guarantees for Ukraine.

The Head of State thanked the Vice President and the entire team for the productive meeting. “Our first meeting. Not the last, I am sure. And what we really need is to talk more, work more and prepare a plan to stop Putin and end the war. We want peace very much, but we need real security guarantees. And we will continue our meetings and our work,” the President concluded.

Head of the Presidential Office Andriy Yermak met with U.S. Special Envoy Keith Kellogg

14 February 2025

In Munich, Head of the Presidential Office Andriy Yermak met with U.S. Special Envoy for Ukraine and Russia Keith Kellogg.

The main topic of discussion was coordinating efforts to achieve a lasting peace.

“Putin never plays by the rules. Don’t let yourself be deceived. The Russians have always ridiculed the West, yet they have always copied it. Their current ‘pivot to the East’ is not a deep cultural shift but a tactical move to achieve their goals. Russians respect only strength and despise those who fail to use it. Russia stops not when it makes promises but when it is forced to stop,” Andriy Yermak emphasized.

A key focus of the meeting was continued support for Ukraine. Andriy Yermak stressed that helping Ukraine now is far less costly than confronting a stronger Russia later. He cited the Minsk agreements as an example – after signing them, Russia only strengthened its military and then launched a full-scale invasion. This is why a strong position now is critical to securing a just and lasting peace.

The Head of the Presidential Office underscored that any agreements without strong pressure on Russia will not work, as controlling Ukraine is central to Russia’s imperial ambitions. Therefore, Ukraine requires robust security guarantees and Russia’s accountability for crimes against Ukraine and its people.

Andriy Yermak and Keith Kellogg also discussed preparations for upcoming high-level meetings and the U.S. Special Envoy’s planned visit to Ukraine.

The President Discussed Continued Military Support for Ukraine with U.S. Senators

14 February 2025

On the sidelines of the Munich Security Conference, President of Ukraine Volodymyr Zelenskyy met with a bipartisan delegation of the U.S. Senate. The meeting was attended by Republican Senators Lindsey Graham, John Cornyn, Dan Sullivan, Joni Ernst, Roger Wicker, Jerry Moran, Thom Tillis, Eric Schmitt, and Democratic Senators Sheldon Whitehouse, Richard Blumenthal, Adam Schiff, Andy Kim, Mark Warner, Michael Bennet, Chris Coons, Brian Schatz, Chris Van Hollen, and Elissa Slotkin.

The Head of State thanked for the bipartisan support Ukraine has received since the beginning of the full-scale invasion and for the contributions made to protect thousands of lives.

Volodymyr Zelenskyy noted that the Russian Federation does not want the war to end and continues to escalate global tensions. That is why U.S. military support for Ukraine is crucial. It is the only way to achieve a just and lasting peace.

Separately, the President emphasized that our state is ready to start negotiations on ending the war, but only with a joint position of Ukraine, the United States, and Europe. Such unity is essential.

In addition, the parties discussed the efforts needed to achieve a just peace. They talked about legislative initiatives to support our state, increased sanctions, the use of all frozen Russian assets for Ukraine’s benefit, and the establishment of reliable practical security guarantees.

Special attention was paid to the partnership between Ukraine and the United States, particularly in joint projects, economic cooperation, and joint development of critical minerals and rare earth resources. They also addressed global security threats posed by Russia’s war against Ukraine and potential coordinated responses to them.
