The crisis situation across the EU Member States is deeply concerning, in particular with regard to effects on lower income households and exacerbating energy poverty. On 13 October 2021, the Commission adopted a Communication on Energy Prices1, including a ‘toolbox’ of measures to tackle the exceptional rise in global energy prices. Short-term national measures include emergency income support, safeguards to avoid disconnections, temporary deferral of payment, state aid for companies, and targeted tax reductions. Further Communications on 8 March and 23 March 2022, following Russian invasion of Ukraine, set out further joint action and options for affordable, secure and sustainable energy supply 2, 3.
The recast Electricity Directive (EU) 2019/9444 outlines a comprehensive framework for consumer protection, information and empowerment in the EU electricity sector. Concerning Greece in particular, the Commission issued a letter of formal notice in February 2021 for failure to communicate complete transposition measures of the directive. Greece has since notified a partial transposition of the directive in December 2021. The Commission services are currently assessing those measures. As soon as this process is complete, the Commission will take further action, if necessary.
The Commission remains in close contact with Greek authorities on the above issues.
