In the context of the annual budget cycle, the Commission collects and publishes information on the budget implementation of its programmes, including on the Recovery and Resilience Facility (RRF). This information on budgetary performance is published on-line1.
These numbers show the available budget and the amount of payments to the Member States. Also, the Recovery and Resilience Scoreboard, and in particular the disbursements section, shows the disbursements of RRF payments to Member States. However, these sources do not report the actual expenditure by the Member States themselves, due to the performance-based nature of the Facility and the fact that payments by the Commission to the Member State are linked to the fulfilment of agreed milestones and targets and not to actual costs.
Member States are to provide information on the actual RRF expenditures (aggregates) in their Stability and Convergence Plans (SCPs) and Draft Budgetary Plans and to Eurostat in the context of the fiscal notification. The information from this year SCPs is presented in the statistical tables underpinning the Stability and Convergence programme assessment2.
