On Thursday, the new EP Special Committee on the Housing crisis in the EU (HOUS) elected Irene Tinagli (S&D, IT) as its Chair, alongside its four Vice-Chairs. MEPs elected the following Committee members to form its Bureau:
Chair: Irene Tinagli (S&D, IT)
First Vice-Chair: Dirk Gotink (EPP, NL)
Second Vice-Chair: Vincent Marzà Ibáñez (Greens/EFA, ES)
Third Vice-Chair: Ciaran Mullooly (Renew, IE)
Fourth Vice-Chair: Regina Doherty (EPP, IE)
The new special committee is tasked with coming up with solutions to providing decent, sustainable and affordable housing in the EU. Its responsibilities will include mapping housing needs, analysing existing housing policies across the EU and contributing to the Commission’s future implementation of the European affordable housing plan and the European strategy for housing construction. At the end of its one-year term, the special committee will present a final report.

Chair Irene Tinagli said: “This special committee has been established to address a housing crisis affecting millions of European citizens. Over the next 12 months, we will work to develop concrete and innovative solutions to this pressing issue.
“We will work with relevant authorities, industry experts and civil society representatives by organising hearings and on-site visits to gather best practices from across Europe. We will contribute to the development of forward-looking European strategies, such as the Affordable Housing Plan and an EU Housing Strategy.
“The housing crisis has significant repercussions for the quality of life of European citizens, affecting health, social cohesion, and economic opportunities. That is why we are committed to making sure everyone has equal access to housing, with particular attention for young people, persons with disabilities, and vulnerable groups.”
Background
MEPs voted on 18 December 2024 to set up the new special committee on the Housing Crisis in the European Union, as well as one on the so-called “Democracy Shield”. The composition of the special committees was announced in plenary on 23 January 2025.
