Statement by the High Representative/Vice-President regarding the finalisation of negotiations on Armenia/Azerbaijan Peace Treaty

We commend both sides for their persistent work over the past few years in this direction, both on the bilateral track and with the involvement of the international community. The EU welcomes Armenia paving the way for the finalisation of the text.

The announcements represent a decisive step towards lasting peace and security in the region. It is key to keep this momentum and ensure smooth completion of this process with the same forward-looking and compromise-oriented approach, from both sides.

The EU fully supports the Armenia-Azerbaijan normalisation process and stands ready to provide additional support and expertise, should the sides request it.

Statement by the Ministry of Foreign Affairs of Armenia

The Ministry of Foreign Affairs of the Republic of Armenia through diplomatic channels has conveyed to the Ministry of Foreign Affairs of Azerbaijan that Armenia accepts the proposals of Azerbaijan on the two unresolved articles of the draft “Agreement on Peace and Establishment of Interstate Relations between the Republic of Armenia and the Republic of Azerbaijan”, and has proposed issuing a joint statement announcing that the text of the Peace Agreement has been agreed upon and that the negotiations on the draft agreement have been finalized.

Official Baku preferred to make a unilateral statement.

The Ministry of Foreign Affairs of the Republic of Armenia confirms the fact that the draft “Agreement on Peace and Establishment of Interstate Relations between the Republic of Armenia and the Republic of Azerbaijan” has been agreed upon and the negotiations have been concluded accordingly.

Thus, the Peace Agreement is ready for signing. The Republic of Armenia is prepared to initiate consultations with the Republic of Azerbaijan regarding the time and venue for the signing of the Agreement.

Statement on conclusion of the negotiations on the text of the draft Agreement on Peace and the Establishment of Interstate Relations between Azerbaijan and Armenia

“We note with satisfaction that the negotiations on the text of the draft Agreement on Peace and the Establishment of Interstate Relations between Azerbaijan and Armenia have been concluded.

We also reiterate the long-lasting and principled position of Azerbaijan that the amendment to Armenia’s constitution to eliminate the claims against the sovereignty and territorial integrity of Azerbaijan is a prerequisite to allow the signing of the negotiated text. Furthermore, we emphasize the necessity to formally abolish the obsolete and dysfunctional Minsk Group and related structures of the OSCE.

We are ready to continue the bilateral dialogue on these and other issues related to the normalization process between the two countries.”
