Brussels, 3 April 2023

Today, the Commission launched an EU-wide exchange programme to strengthen the capacity of Member States’ administrations to engage in green budgeting reforms and to further develop the use of green budgeting tools, in line with the EU Reference Framework for Green Budgeting.

The programme, under the Technical Support Instrument (TSI) ‘Green Budgeting Training’ project, consists in an exchange among civil servants, technical staff and managers dealing with green budgeting practices, mainly working for Ministries of Finance, Environment, Climate Change, and National Statistical Offices.

The exchange will allow participants to share good practices and to keep up to date with the latest policy developments. It will consist in peer learning, knowledge transfer and on-the-job training. Participants will acquire new skills and build a network of green budgeting practitioners in the EU.

In total, 17 Member States’ public officials will participate, from: Austria, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Greece, Hungary, Ireland, Italy, Latvia, Luxembourg, Poland, Portugal, Romania, Slovenia, and Spain. The programme kicks off this week with Cyprus, Greece, Ireland, Latvia and Slovenia.

The ‘Green Budgeting Training’ is a multi-country green budgeting project launched in 2021 under the TSI. This exchange is the third and last delivery of this project.

Green budgeting contributes to environmental goals taken into account for budgetary decision-making in line with the EU Green Deal.
