On Thursday, MEPs and stakeholders will debate the police’s role in democratic societies and ways to ensure that the use of force remains in line with EU values.

The hearing, organised by the Committee on Civil Liberties (LIBE), will comprise two panels of civil society stakeholders and experts. They will discuss with MEPs the role of law enforcement in democratic societies and ways to achieve ethical policing, which respects fundamental rights.

When: Thursday 12 May 2022, 09.00 – 11.00 CEST

Where: European Parliament in Brussels, József Antall building, room 4Q2 and remotely

The first part of the meeting will deal the use of force in law enforcement and its compliance with fundamental rights, democracy and the rule of law, in an exchange with:

During the second part, MEPs will discuss ways to improve awareness, training and supervision for police forces, with:

  • Montserrat Marín, Executive Director at the European Union Agency for Law Enforcement Training (CEPOL)
  • Oliver von Dobrowolski, founder of the initiative BetterPolice

Background

The main objective of the hearing is to enable LIBE members to reflect on fundamental rights issues posed by the use of police force. The European Commission’s Anti-Racism Action Plan 2020-2025 has emphasised the role of EU agencies in collecting relevant information and delivering training activities in accordance with its proposal for a common EU culture in cross-border operational police cooperation.
