Before and during the 23rd Meeting of the Council of Heads of Government of Member States of the Shanghai  Cooperation Organization (SCO) in Islamabad on 16 October 2024, China unveiled details of its military strategy in the region.

Chinese premier calls for deepening SCO cooperation

Islamabad, 16 October 2024

Chinese Premier Li Qiang on Wednesday called for deepening and expanding cooperation within the Shanghai Cooperation Organization (SCO) during the 23rd Meeting of the Council of Heads of Government of Member States of the SCO held here.

The SCO is an important platform for safeguarding regional peace and stability and promoting the development and prosperity of all countries, Li noted, adding that at the Astana Summit in July, Chinese President Xi Jinping and leaders of SCO member states reached an important consensus on jointly building a common home featuring solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, as well as fairness and justice.

To build such a common home, a more solid political foundation, more reliable security guarantees, closer economic ties, deeper emotional bond and more coordinated multilateral cooperation are needed, said the premier.

Li said that China stands ready to work with all parties to translate the consensus reached by the heads of state into effective actions and turn the vision of building a common home featuring solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, as well as fairness and justice into reality.

Li put forward four proposals for deepening the SCO cooperation. First, to strengthen strategic alignment based on missions and tasks. SCO member states should formulate the SCO’s development strategy for the next decade, draw a roadmap for cooperation in various fields, strengthen strategic communication, eliminate differences and enhance mutual trust through dialogue.

Second, to expand practical cooperation in line with development needs. Li urged SCO member states to deepen cooperation in such fields as poverty reduction, digital economy and green development, facilitate regional trade and investment, enhance connectivity, maintain stable and unimpeded industrial and supply chains, and promote the establishment of the SCO Development Bank.

Third, to focus on major risks and actively respond to them. SCO member states should step up joint actions to combat the “three forces,” and accelerate the building of a universal center to address the challenges and threats to the security of SCO member states and the Anti-Drug Center, he said.

Fourth, to expand people-to-people exchanges in response to public expectations. SCO member states should give full play to the SCO Committee on Good-Neighborliness, Friendship and Cooperation, build the SCO digital education alliance, organize events under signature programs such as the Forum on People-to-People Friendship, and carry forward and develop the cause of people-to-people friendship, he said.

The participants of the meeting said that SCO member states, adhering to the “Shanghai Spirit,” have continuously consolidated mutual respect and trust, strengthened good-neighborly friendship and cooperation, and constantly improved the level of regional economic integration, which has strongly promoted regional peace, stability, and development.

In the face of a complex and volatile international environment, all parties need to actively implement the outcomes of the Astana Summit, work closely in solidarity and coordination, and strengthen the synergy between the Belt and Road Initiative and the Eurasian Economic Union, they noted.

Parties should also deepen cooperation in economy and trade, security, connectivity, energy, finance, green development and poverty reduction, strengthen people-to-people ties, practice genuine multilateralism, and jointly uphold international fairness and justice, so as to promote lasting peace and common prosperity in the region and the world, they added.

Li signed and issued a joint communique with the participating leaders of the SCO member states and approved relevant resolutions related to the development of the SCO.

Attendees of the meeting also included Belarusian Prime Minister Roman Golovchenko, Kazakh Prime Minister Olzhas Bektenov, Kyrgyz Prime Minister Akylbek Japarov, Russian Prime Minister Mikhail Mishustin, Tajik Prime Minister Kokhir Rasulzoda, Uzbek Prime Minister Abdulla Aripov, Indian Foreign Minister Subrahmanyam Jaishankar, Iranian Minister for Industry, Trade and Mining Seyed Mohammad Atabak, and Mongolian Prime Minister Luvsannamsrai Oyun-Erdene.

The guest of the host country, Turkmen Deputy Prime Minister and Foreign Minister Rashid Meredov, also participated, with the meeting chaired by Pakistani Prime Minister Shehbaz Sharif.

China willing to work with Russia to strengthen strategic coordination

Chinese Premier Li Qiang said here on Wednesday that China is willing to work with Russia to strengthen strategic coordination, expand mutually beneficial cooperation and make due contributions to the development and revitalization of the two countries and the prosperity and stability of the world.

Li made the remarks during his meeting with Russian Prime Minister Mikhail Mishustin on the sidelines of the 23rd Meeting of the Council of Heads of Government of Member States of the Shanghai Cooperation Organization.

Under the strategic guidance of President Xi Jinping and President Vladimir Putin, the China-Russia comprehensive strategic partnership of coordination for a new era has maintained a high level of development, Li said. The two sides firmly support each other on issues concerning their respective core interests and enjoy fruitful strategic coordination, continued progress in practical cooperation, as well as vigorous people-to-people and sub-national exchanges, delivering tangible benefits to the people of both countries, he noted.

Standing at the historical juncture of the 75th anniversary of the establishment of bilateral diplomatic ties, China is ready to join hands with Russia to further implement the important consensus reached by the two heads of state, he said.

Li pointed out that China is willing to further deepen cooperation with Russia in traditional areas such as economy and trade, and energy, promote cooperation in emerging fields such as digital economy, and continuously enhance the level of industrial and supply chain coordination between the two countries, so as to achieve more practical results.

He called on the two countries to maintain close communication and coordination, encourage SCO member states to continue holding high the banner of the Shanghai Spirit, enhance strategic mutual trust, adhere to mutual benefit and win-win results, work harder in unity and forge ahead, and strengthen cooperation in various areas such as trade, energy, digital economy, and green industry, so as to make the organization more dynamic, cooperation more practical and outcomes more beneficial to all.

Noting that this year marks the 75th anniversary of the founding of the People’s Republic of China and the 75th anniversary of bilateral diplomatic ties, Mishustin said the Russia-China comprehensive strategic partnership of coordination for a new era stands at an unprecedented high level.

Under the current international situation, he noted that Russia stands ready to work with China to implement the important consensus reached by the two heads of state, support each other in safeguarding each other’s core interests, strengthen the synergy between the Belt and Road Initiative and the Eurasian Economic Union, deepen practical cooperation in such fields as economy and trade, energy, transportation, and agriculture, as well as jointly hold the Russia-China Years of Culture.

He added that the two sides should keep close communication and coordination within the United Nations, the SCO, BRICS, and other frameworks to promote the sustained and in-depth development of bilateral relations.

China ready to join Russia, Mongolia for deeper trilateral cooperation

Chinese Premier Li Qiang said here Wednesday that China is ready to work with Russia and Mongolia to further enhance mutual trust, strengthen coordination and promote deeper and more practical trilateral cooperation to better benefit the people of the three countries.

Li made the remarks when meeting with Russian Prime Minister Mikhail Mishustin and Mongolian Prime Minister Luvsannamsrai Oyun-Erdene on the sidelines of the 23rd Meeting of the Council of Heads of Government of Member States of the Shanghai Cooperation Organization.

Li said that in recent years, under the strategic guidance of the three heads of state, the trilateral cooperation between China, Russia, and Mongolia has maintained a steady momentum of development, which meets the common expectations of the three sides and conforms to the trend of the times.

Noting that China, Russia, and Mongolia enjoy geographical proximity and a shared future, Li said trilateral cooperation enjoys unique geographical advantages and solid popular support.

China stands ready to work with Russia and Mongolia to follow the consensus reached by the three heads of state, implement the mid-term roadmap for trilateral cooperation, strengthen the synergy of development strategies, deepen policy communication and coordination, drive the trilateral cooperation to be more in-depth, more sustainable and more effective, and set an example of friendly exchanges and mutual benefit among neighboring countries, Li noted.

The Chinese side is willing to work with Russia and Mongolia to focus on key cooperation under the China-Mongolia-Russia Economic Corridor, deepen multilateral cooperation within the SCO and other platforms, share development opportunities and fruits, safeguard common interests, and jointly write a new chapter in China-Russia-Mongolia trilateral cooperation, Li added.

Mishustin and Oyun-Erdene said that under the strategic guidance of the three heads of state, trilateral cooperation among China, Russia and Mongolia has been carried out steadily, with exchanges and dialogues in various fields expanded and deepened.

This meets the common needs of the three countries and the needs for the stability and development of the region, which has broad prospects, they said.

Mishustin and Oyun-Erdene said Russia and Mongolia stand ready to work with China to strengthen the alignment of the Eurasian Economic Union, the Steppe Road Program, and the Belt and Road Initiative, speed up the construction of the China-Mongolia-Russia Economic Corridor in line with the key directions specified in the mid-term roadmap, strengthen cooperation in such areas as transportation, energy and culture, and push for more results in trilateral cooperation.

Xi urges developing system of modern military theory

President Xi Jinping has urged efforts to comprehensively strengthen work related to military theory on the new journey in the new era, and develop a system of modern military theory with Chinese characteristics.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), made the remarks in an instruction to a meeting on work related to military theory, which was held in Beijing on Monday and Tuesday.

Xi emphasized that modernizing military theory is an important part of the efforts to modernize national defense and the armed forces, and paves the way for the building of a strong military.

Noting that the new global military revolution is unfolding rapidly and China’s security and development needs are undergoing profound changes, Xi stressed that it is a matter of greater urgency to achieve the goal of building a strong military, and work related to military theory must be comprehensively strengthened.

He stressed the importance of integrating the basic tenets of Marxism with the practice of developing the people’s armed forces, and absorbing the essence of fine traditional Chinese culture in the military domain.

Xi urged efforts to optimize top-level design for military theory innovations, improve the model of relevant research and enhance the application of military theory, thus providing scientific support and guidance for elevating the country’s armed forces to world-class standards more quickly.

Xi’s important instruction was conveyed and studied at the meeting. Zhang Youxia, a member of the Political Bureau of the CPC Central Committee and vice chairman of the CMC, attended the meeting and delivered a speech.
