The declared goal of NATO continues to be its intention not to become a warring party in the Ukraine war. The recent considerations of French President Emmanuel Macron to deploy ground troops to support Ukraine in the war against Russia raise questions not only regarding participation in the conflict but also concerning the NATO collective defense case. The form that support might take was left open: Possible scenarios range from mere medical, training, and logistical support, which would not necessarily constitute direct involvement in the conflict, to support in mine clearing near the front lines and in air defense, up to involvement with combat troops.

The Scientific Services of the German Bundestag have published their analysis of the legal situation (in German only). The paper describes different scenarios and evaluates the legal context and consequences:
