Background

The Artificial Intelligence Act is the world’s first set of comprehensive rules to manage AI risk and promote uses of AI that align with EU values including human oversight, privacy, and non-discrimination. On Wednesday at noon, MEPs will vote on the draft negotiation mandate, prepared by the committees on the Internal Market (IMCO) and Civil Liberties (LIBE).

The rules follow a risk-based approach and establish obligations for providers and users depending on the level of risk the AI can generate. MEPs propose several changes to the Commission proposal such as expanding the list of prohibited AI practices (to “real-time” remote biometric identification systems, predictive policing, emotion recognition) and high-risk uses (in recommender systems and influencing of voters). Specific transparency and safety provisions were also added on foundation models and generative AI systems (such as ChatGPT), among other changes.
