Main results of the EU Foreign Affairs Council, 26 June 2023

EU ministers reaffirmed the EU’s commitment to supporting Ukraine during the counteroffensive as far as both equipment and training are concerned. Regarding the latter, the High Representative informed the Council that the EU Military Assistance Mission in support of Ukraine (EUMAM Ukraine) had already trained 24 000 Ukrainian soldiers, allowing the EU to reach the 30 000 target well before the end of 2023.

SME Fund extended to support Ukrainian businesses

Earlier this year, a ground-breaking agreement was reached between the European Commission and Ukraine, allowing the latter to participate in the activities financed by the European Union under the Single Market Programme (SMP). NATO Secretary General visits the Security Assistance Group–Ukraine

NATO Secretary General Jens Stoltenberg travelled to Wiesbaden, Germany on Friday (23 June 2023), to meet and thank personnel from Allies and partners at the Security Assistance Group-Ukraine (SAG-U) command.

Established by the U.S. Department of Defense in November 2022, the Group coordinates the provision of equipment and training support for Ukraine’s armed forces, as they continue to push back on Russia’s brutal war of aggression.

Russia’s war: 11th package of sanctions adds new tools to counter information warfare

In response to the information warfare conducted by Russia, the Council introduced a new listing criterion to cover companies in the IT sector that provide critical technology and software to the Russian intelligence community. Based on this new listing criterion, the Council designated companies from the IT sector holding a licence administered by the Federal Security Service or the Ministry of Industry and Trade of the Russian Federation.

The Government has also announced that it will provide SEK 90 million to the NATO Ukraine Comprehensive Assistance Package Trust Fund. EU Commission pays a further €1.5bn in macro-financial assistance to Ukraine

This support will help Ukraine to continue paying wages and pensions, and keep essential public services running, such as hospitals, schools, and housing for relocated people. It will also allow Ukraine to ensure macroeconomic stability and restore critical infrastructure destroyed by Russia in its war of aggression, such as energy infrastructure, water systems, transport networks, roads and bridges.

Ukraine: EU Commission plans dedicated facility for recovery, reconstruction, and modernisation

In light of the devastating consequences of Russia’s war of aggression for Ukraine’s people, economy, and infrastructure, and given the enormous scale and complexity of the recovery and reconstruction challenge, the European Commission is proposing to establish a dedicated financing instrument that will provide coherent, predictable as well as flexible support for the period 2024-2027 to Ukraine, adapted to the unprecedented challenges of supporting a country at war.
