As the escalation of hostilities between Hezbollah and Israel continues, today the European Commission has announced a further €30 million in humanitarian aid to help those most in need in Lebanon. This comes in addition to the €10 million already announced on 29 September and brings total EU humanitarian assistance to the country to over €104 million this year.
Today, the European Commission opened the 2024 Connecting Europe Facility (CEF) Transport call for proposals, making available €2.5 billion for projects to modernise the transport infrastructure on the EU’s trans-European transport network (TEN-T), as well as in Ukraine and Moldova.

The EIB and Kyiv have signed a €50 million agreement to modernise the city’s metro rolling stock with energy-efficient coaches. In September 2023, Belgium submitted to the EU Commission a first payment request of €658 million, net of pre-financing, under the RRF, covering 19 milestones and 1 target. These include several reforms concerning the deployment of 5G and fibre optic networks, the reform of company car taxation with a green perspective, and the promotion of employee participation in training.
In May, the Netherlands submitted to the Commission their first request for payment of €1.3 billion, covering 25 milestones and 5 targets. These cover several reforms in the areas of environmental taxation, the housing market, the pension system, self-employment as well as the digital transformation of the central government. Reforms on aggressive tax planning and the electricity grid code are also included.
The European Investment Fund (EIF) has signed a guarantee agreement with Arion Bank to support new lending to some 40 SMEs and Small Mid-Caps in Iceland. The guarantee is backed by the European Commission’s InvestEU initiative, notably focusing on sustainability, innovation and digitalisation, and the cultural and creative sectors.

Today, the EU Commission proposed to allocate €119,7 million from the agricultural reserve to directly support farmers from Bulgaria, Germany, Estonia, Italy, and Romania, who have been impacted by exceptional adverse climatic events in spring and early summer.
The EU Council agreed to mobilise the European Union Solidarity Fund to provide assistance to several regions in Italy, Slovenia, Austria, Greece, and France, relating to six natural disasters occurred in 2023. The assistance will come from the EU’s 2024 budget.
The Council today approved the Commission’s positive assessment of Luxembourg’s amended recovery and resilience plan (RRF). The amended plan, including a new REPowerEU chapter, is now worth €241.1 million in grants.
