The EU Commission has published a draft delegated regulation to update the rules for the Union Database on Biofuels (UDB) to improve the traceability of data along the entire supply chain and opened a 4-week call for feedback on the draft text from interested parties.
Established under the 2018 Renewable Energy Directive (2018/2001/EU) in order to improve traceability of renewable fuels, the UDB ensures that only sustainable volumes of renewable fuels and recycled carbon fuels are counted for the achievement of the EU decarbonisation targets. It mitigates the risk of irregularities and double counting of energy units.
In order to further enhance the traceability of the UDB, last year’s revised Renewable Energy Directive (EU/2023/2413) empowers the Commission – under Article 31(a) – to extend the scope of the data in UDB to also cover data from the point of production/collection of the raw materials used to produce biofuels.
The input from this consultation will then be taken into account before the Commission finalises the draft act and submits it for scrutiny to the European Parliament and Council, planned before the end of the year.
