The UK and US have announced new sanctions on key figures in the financial networks of Hamas and Palestinian Islamic Jihad (PIJ).
The UK and US have imposed coordinated sanctions on Hamas today to disrupt the terrorist group’s financial networks.
Five key figures and an entity involved in the leadership and financial networks of Hamas and Palestinian Islamic Jihad (PIJ) are the subject of the UK’s new sanctions, which will help to cut off the flow of funding that supports these terrorist groups, including from Iran.

Hamas/PIJ: EU Council establishes dedicated sanctions framework

Under the new regime, the EU may target those who support, materially or financially, Hamas or the PIJ. It may also target those who participate in the planning, preparation or enabling of violent actions by Hamas or the PIJ. Persons, groups, entities, and bodies could also be listed for activities such as: supplying, selling, or transferring arms and related materiel to the two terrorist organisations; supporting actions which undermine or threaten the stability or security of Israel in conjunction with Hamas and the PIJ; being involved in serious violations of international humanitarian law or human rights law; inciting or publicly provoking violent actions of the two organisations.

Finland: Government to improve protection of infrastructure critical for society

The Ministry of the Interior has sent out for comments a proposal for an act on the protection of infrastructure critical to society and on the improvement of resilience. The legislative project will enhance national security and the resilience of society. In the project, the Directive of the European Parliament and of the Council on the resilience of critical entities, which entered into force in January 2023, will be transposed into national law. The Critical Entities Resilience Directive introduces new requirements for Finland, including new official duties related to the identification and supervision of critical entities.

Israel/Palestine: Hamas’ leader in the Gaza Strip, Yahya Sinwar, listed as a terrorist by the EU 

Together with its partners, France is fully committed to impeding the actions of Hamas, which the EU has listed as a terrorist organization.
On January 16, 2024, the Council of the EU added Hamas’ leader in the Gaza Strip, Yahya Sinwar, to its terrorist list, following last month’s listing of Mohammed Deif and Marwan Issa, the first and second in command of Hamas’ military wing.
Now three of the main individuals behind the October 7, 2023, terrorist attacks on Israel have been listed by the European Union as terrorists, in addition to the group itself, which has long been listed as such.

Israel/Palestine: France strongly condemns shelling on Jordanian hospital

France commends Jordan on its efforts to help Gaza’s civilian population. France is directly supporting the Jordanian field hospital in Gaza by both funding and providing medication and medical supplies. Moreover, we continue to work in close cooperation with Jordan on humanitarian efforts in Gaza, as proven by the January 4th joint airdrop of seven tons of humanitarian aid and the deployment of a Jordanian medical team to Egypt using the Dixmude helicopter carrier.

Finland: Export of ammunition intended for civilian use to become subject to authorisation

The Ministry of the Interior has set up a legislative project to prepare provisions on permit requirements for the export of ammunition. The aim is to prevent especially the export of cartridge components to Russia in line with the EU’s sanctions decision.
The Council of the EU’s decision of 2014 prohibits the selling, supply, transfer or export of arms and related equipment to Russia. In June 2023, the Council amended the regulation to introduce new measures to prevent circumvention of the sanctions imposed on Russia

Green diplomacy: EU Council conclusions reaffirm the EU’s commitment to work closely with partners 

In its conclusions, the Council reiterates the gravity of the accelerating triple planetary crisis of climate change, biodiversity loss and pollution, which poses a global and existential threat and aggravates existing security concerns. The Council also expresses grave concern about the harm to the climate and the environment, in addition to the immense human suffering, caused by ongoing armed conflicts worldwide. Russia’s illegal, unprovoked and unjustified war of aggression against Ukraine has inflicted massive environmental damage, nuclear safety risks, and precipitated energy and food insecurity globally, and Russia must be held accountable for it.

The EU and Switzerland launch negotiations to deepen bilateral relations

President Ursula von der Leyen and President of the Swiss Confederation Viola Amherd launched today the negotiations on a broad package of measures to deepen and expand the EU-Switzerland relationship. The two mandates authorise the EU Commission and Switzerland to negotiate a package as outlined in the Common Understanding, endorsed by the Swiss Federal Council and the European Commission in November 2023.
