On Wednesday 29 May 2024, the European Court of Auditors (ECA) will publish a special report on the EU’s ambitions for artificial intelligence (AI).
Efficient investment in AI (robotics, big data and cloud computing, high-performance computing, photonics, neuroscience), combined with proper regulation, is likely to be key to determining the speed of economic growth in the years to come. In 2018, the European Commission and EU member states adopted a coordinated plan ‒ reviewed in 2021 ‒ to scale up investment in AI and adapt the existing legislation. The aim was to set the EU on the path of global leadership in AI in the face of fierce competition, especially from the United States and China.
The auditors assessed whether the Commission has followed through with the EU’s plans, and what it has contributed to the development of “the European AI ecosystem”. They examined whether the EU has stimulated investment in AI, whether the bloc’s investment has been sufficient and on a par with other global leaders, and whether EU-funded measures for deploying and scaling up AI innovation have been effective. In other words, is the EU doing enough not to miss the boat in this crucial technological revolution?
The report and press release will be published on the ECA websiteeca.europa.euat 00:01 CEST on Wednesday 29 May. The ECA member responsible for this report is Mihails Kozlovs.
The ECA’s special reports set out the results of its audits of EU policies and programmes or management topics related to specific budgetary areas. The ECA selects and designs these audit tasks to be of maximum impact by considering the risks to performance or compliance, the level of income or spending involved, forthcoming developments and political and public interest.

Effiziente Investitionen in KI (Robotik, Big Data und Cloud-Computing, Hochleistungsrechnen, Photonik und Neurowissenschaften) in Verbindung mit einer vernünftigen Regulierung dürften ein Schlüsselfaktor für das Tempo des Wirtschaftswachstums in den kommenden Jahren sein. 2018 nahmen die Europäische Kommission und die EU-Länder einen – 2021 überarbeiteten – koordinierten Plan an, mit dem die Investitionen in KI gesteigert und die geltenden Rechtsvorschriften angepasst werden sollten. Ziel war es, angesichts der starken Konkurrenz vor allem aus den USA und China die EU zu befähigen, eine weltweite Führungsrolle im Bereich KI zu übernehmen.
Die Prüfer bewerteten, ob die Kommission die EU-Pläne umgesetzt hat und wie sie zur Entwicklung eines “europäischen KI-Ökosystems” beigetragen hat. Außerdem untersuchten die Prüfer, ob die EU die Investitionen in KI angekurbelt hat, ob sie ausreichend und in gleichem Maße wie die anderen weltweit führenden Akteure investiert hat und ob die EU-finanzierten Maßnahmen zur Einführung und zum Ausbau von KI-Innovationen wirksam waren. Mit anderen Worten: Unternimmt die EU genug, um bei dieser technologischen Revolution nicht den Anschluss zu verlieren?
