During every Presidency of the Council of the European Union, an informal ministerial meeting of employment and social affairs ministers takes place in the country holding the Presidency. At this meeting, issues concerning how to prevent mismatch between skills and jobs in times of transition as well as how to enable adequate and sustainable social protection in light of demographic transition will be discussed.

In addition to the ministers from EU member states, participants will include relevant European Commissioners, Members of European Parliament, ministers from the EFTA Countries and stakeholders, including representatives of the social partners and civil society. The meeting will be chaired by Minister for Employment and Integration Johan Pehrson and Minister for Older People and Social Security Anna Tenje.

Agenda highlights

Plenary session 1: How to prevent mismatch between skills and jobs in times of transition

During the first plenary session, ministers will discuss how transitions are influencing the labour market and, more specifically, how to prevent mismatch between skills and jobs in times of transition. On request by the Swedish Presidency, Eurofound has prepared a background paper as a base for the discussion. The paper outlines some of the key challenges on our labour markets in this regard, and points to some factors for improving the matching of skills and jobs, both in the short and long term. The session will be chaired by Swedish Minister for Employment and Integration Johan Pehrson.

Plenary session 2: How to enable adequate and sustainable social protection in light of the demographic transition

In the second plenary session, ministers will discuss challenges and opportunities related to demographic developments and an ageing population. The purpose of the session is to facilitate an exchange of experience and views on measures that have been taken, or are planned, by the member states in response to demographic challenges, and how to harness the opportunities to enable adequate and sustainable social protection. The discussion is timely, not least in light of the report recently presented by the High-Level Group on the future of social protection and the welfare state in the EU. The session will be chaired by Swedish Minister for Older People and Social Security Anna Tenje.
