Nature restoration law
EU environment ministers will seek a general approach on a proposal for a regulation on nature restoration.
The proposal aims to restore ecosystems, habitats and species across the EU’s land and sea areas. It asks member states to set restoration measures that cover at least 20% of the EU’s land and sea areas by 2030, and ultimately all ecosystems in need of restoration by 2050.
The general approach will serve as a mandate for negotiations with the European Parliament on the final shape of the legislation.

CO2 emission targets for new heavy-duty vehicles
Ministers will hold a policy debate on a proposal for a regulation on CO2 emission standards for new heavy-duty vehicles. The proposal aims to further reduce CO2 emissions in the road transport sector in line with the EU’s climate objectives by strengthening the emissions reduction targets for 2030 and by setting new targets for 2035 and 2040. In addition, more vehicle categories will be included in the targets, notably buses.

Air quality
Ministers will exchange views on a proposal for a directive on air quality. It proposes to set 2030 EU air quality standards that are better aligned with World Health Organization guidelines and to put the EU on a trajectory to achieve zero pollution for air by 2050.

Other business
Under any other business, the Presidency and the Commission will update ministers on the main recent international meetings. The Commission will provide information on the implementation of the European hydrogen bank auctions as a service for member states.Italy will inform ministers on Rome’s candidature to host the EXPO 2030. Czechia will provide information on economic tools to support the circular economy and recycling.
France and Spain will inform ministers on strengthening adaptation policies to climate change.
Spain will present its work programme as incoming Presidency.
