Platform work

Employment and social affairs ministers will seek to approve the provisional agreement between the Council and the European Parliament on new rules aimed at improving conditions for platform workers.

The European Semester and the social agenda

Ministers will hold a policy debate on the implementation of the European Pillar of Social Rights in the context of the European Semester and the future social agenda. They will also endorse the opinion of the Employment Committee (EMCO) and of the Social Protection Committee (SPC) on the EU’s future policy priorities for the European Pillar of Social Rights.

The Council also plans to adopt the joint employment report (JER) and to approve conclusions on the 2024 annual sustainable growth survey (ASGS) and JER. Both the growth survey and the employment report are part of the European Semester autumn package.

The Youth Guarantee

Ministers are expected to endorse key messages from EMCO on the implementation of the Council recommendation ‘A Bridge to Jobs – Reinforcing the Youth Guarantee’.

Published in 2020, the aim of the recommendation is to ensure that all young people under the age of 30 received a good-quality offer of employment, continued education, apprenticeship or traineeship within four months of becoming unemployed or leaving formal education.

Social investments and reforms

On 12 March, employment and social affairs ministers will take part in a policy debate with ministers of economic and financial affairs on social investments and reforms for resilient economies.

Ministers will discuss the positive effects of social reforms and investments on economic growth and fiscal sustainability, and share examples of recent employment and social reforms in their countries that have contributed to higher growth potential.

Other business

Under other business, the presidency will provide information on the state of play of the new law on European disability and parking cards. Other items on the agenda include the Commission’s upcoming proposals, recent events organised by the Belgian presidency, and the EMCO and SPC work programmes for 2024.
