EESC: Keeping the momentum for collective bargaining

Collective bargaining is a fundamental part of labour relations and the European Social Model.

However, for different reasons, collective bargaining rates are falling in most of Europe: policy interventions in the last decades in Europe, notably in the recent economic and financial crisis, the globalisation of markets, the advent of non-standard forms of employment, obstacles to exercising related fundamental rights and union-busting practises and various other factors have weakened this mechanism. There are also significant divergences in collective bargaining coverage among the Member States.

The aim of the Workers’ Group category meeting is to have an in-depth discussion about the underlying causes of this evolution and to attempt to find concrete policy answers to strengthen collective bargaining in Europe.

Three studies on the issue of collective bargaining in Europe and the candidate countries will be presented for this purpose:

– The UNI Europa report outlining trade union strategies to boost collective bargaining

– A study commissioned by the Workers’ Group on Improving collective bargaining in Europe

– A study on The Union and the unions in the Neighbourhood, dealing with social dialogue and collective bargaining in the context of the ongoing enlargement negotiations and in the framework of the European Neighbourhood Policy.
