On 6 November 2023, the EESC will host a public hearing in the context of its ongoing opinion on ‘Promoting autonomous and sustainable food production: strategies for the Common Agricultural Policy (CAP) post-2027‘ requested by the upcoming Belgian Presidency of the Council of the EU.
The hearing aims to gather the views of civil society representatives (farmers organisations and other stakeholders, with a particular focus on youth organisations) on the future of the CAP. Interventions from the European Commission (DG AGRI) and the Belgian presidency of the Council are also foreseen.

Farmers’ views on how to promote autonomous and sustainable food production in the EU through the post-2027 CAP
Stakeholders’ views on the key policies to achieve sustainable food production and thriving rural areas in the EU

The current Common Agricultural Policy (CAP) entered into force in 2023, paving the way for a fairer, greener and more performance-based CAP. This policy was drawn up before the COVID-19 pandemic, Russia’s unprovoked invasion of Ukraine, and the economic and energy crisis which worsened at the end of 2021. There is also growing scientific evidence on how food systems are affected by climate change, but are also contributing to it.
It is expected that a legislative proposal for the CAP post-2027 will be tabled during the mandate of the next European Commission in the course of 2025, with preparatory discussions starting already in 2024. Therefore, the Belgian presidency of the Council of the EU asked the EESC to provide an exploratory opinion on strategies for the post-2027 CAP.
