Agenda highlights
Ministers will prepare for the European Council meeting on 14-15 December 2023 by discussing draft conclusions.
The Council will discuss conclusions on:
- the evaluation of its annual rule of law dialogue
- enlargement
- managing demographic change in Europe
- Rule of law (background information)
- European Commission’s 2023 enlargement package
- Demography toolbox (European Commission)
Ministers will take stock of negotiations for an association agreement with Andorra and San Marino.
The Council will also discuss, with a view to adoption, a request by Spain to amend Regulation No 1/1958 to include Catalan, Basque and Galician in the EU’s language regime.
The Spanish presidency and the incoming Belgian presidency will present the roadmap for European Semester 2024.
Under ‘any other business’, the presidency will also update ministers on follow-up to the Conference on the Future of Europe.
