Agenda highlights

EU leaders will discuss the Strategic Agenda 2024-2029, the next institutional cycle, Ukraine, the Middle East, security and defence, competitiveness, and other items.

Ukraine

EU leaders will address Russia’s war of aggression against Ukraine in all its dimensions. In the face of recent escalation by Russia and intensified attacks against civilians and critical infrastructure, the leaders will discuss the EU’s comprehensive support for Ukraine, in particular military support. In this context, they will discuss initiatives launched by member states regarding ammunition and missiles and support under the European Peace Facility.

The leaders are also expected to discuss progress on the use of Russia’s frozen assets towards supporting Ukraine and its reconstruction.

They will also address Ukraine’s path towards becoming an EU member, in view of the first accession conference on 25 June 2024.

Middle East

EU leaders will discuss the latest developments in the Middle East and the most important priorities, including:

  • the situation in Gaza and humanitarian assistance
  • regional developments, in particular in the West Bank and Lebanon
  • an immediate and sustainable ceasefire
  • the unconditional release of hostages

The EU is firmly committed to working with partners to end the crisis in Gaza without delay and avoid further escalation of tensions in the region, and to achieve a lasting and sustainable peace based on the two-state solution.

Security and defence

EU leaders will continue discussions on how to increase the EU’s overall defence preparedness and capability.

They will also discuss how to further strengthen its defence technological and industrial base. In this context, they will discuss options to mobilise more funding for the European defence industry.

Competitiveness

Building on the European Council meeting on 17 and 18 April 2024, EU leaders will return to the capital markets union and review progress on actions to:

  • enhance EU competitiveness
  • secure economic resilience
  • achieve the full potential of the single market
Migration

EU leaders will discuss migration.

Foreign policy

EU leaders will discuss the situation in Georgia and the EU’s position, particularly in view of the foreign agents law.

They will discuss continued support for Moldova to address the challenges stemming from Russia’s war against Ukraine, and Moldova’s path towards becoming an EU member in view of the first accession conference on 25 June 2024.

They will also discuss how to build a strategic approach to the Black Sea.

In the light of events, the European Council may address specific foreign policy issues.

Hybrid threats

The European Council will discuss the EU response to an increase in hybrid activities targeting the EU, its member states and partners. This includes intimidation, sabotage, foreign information manipulation and interference, disinformation, malicious cyber activities and the instrumentalisation of migrants by third countries.

The next institutional cycle

EU leaders are expected to adopt the strategic agenda 2024-2029, a policy plan that sets the EU’s direction and goals. Over the past year, President Michel led discussions with EU leaders on challenges and future priorities to be included in the strategic agenda based on three pillars:

  • a free and democratic Europe
  • a strong and secure Europe
  • a prosperous and competitive Europe

Leaders are also expected to adopt a roadmap for future work on internal reforms to be undertaken by the EU to fulfil long-term ambitions and strengthen its capacity to deal with increasingly complex challenges. This work will run in parallel with the EU enlargement process.

Following the informal meeting of leaders on 17 June 2024, they will decide the appointments for the next institutional cycle. The European Council’s role, according to the Treaty on the European Union (TEU), is to:

  • elect the President of the European Council
  • nominate the President of the European Commission
  • appoint the High Representative of the Union for Foreign Affairs and Security Policy
