Digital networks and infrastructure

Telecommunications ministers will be invited to agree a general approach on the regulation on measures to reduce the cost of deploying gigabit electronic communications networks (gigabit infrastructure act) aiming to lower the unnecessarily high costs of the electronic communication infrastructure deployment.

Ministers will also hold a timely policy debate on technological leadership and competitiveness with a focus on investments in digital networks and infrastructure.

Cybersecurity

Telecommunication ministers will be invited to take note of a progress report on the cyber solidarity act (CSoA) laying down measures to strengthen solidarity and capacities in the EU to detect, prepare for and respond to cybersecurity threats and incidents.

Other matters

The presidency will update ministers on the state of play of a number of legislative files, on which negotiations with the European Parliament are ongoing or have recently concluded:

the regulation laying down harmonised rules on artificial intelligence (artificial intelligence act)

the regulation establishing a framework for a European electronic identity (eIDAS)

the regulation laying down measures for a high level of public sector interoperability across the Union (interoperable Europe act)

the regulation amending the cyber security act (CSA) as regards managed security services (CSA+)

the regulation on horizontal cybersecurity requirements for products with digital elements (cyber resilience act)

The Commission will provide an update on the state of play on international initiatives in the digital field, will inform about the European data gateways as a key element of the EU’s digital decade ministerial declaration, and will brief ministers about the outcome of the 2023 edition of the ITU world radiocommunications conference (WRC-23).

Finally, the Belgian delegation will inform ministers on the working programme of the upcoming presidency during the first semester 2024.
