Digital transformation

Telecommunications ministers are expected to take note of progress reports on a number of key files for the EU’s digital transformation:

the regulation on measures to reduce the cost of deploying gigabit electronic communications networks (gigabit infrastructure act) aiming to lower the unnecessarily high costs of the electronic communication infrastructure deployment, partially caused by the permit-granting procedures before deploying or upgrading the networks

the regulation laying down measures for a high level of public sector interoperability across the Union (interoperable Europe act) setting up a new framework to enable public administrations across the EU to cooperate more effectively and ensure the seamless delivery of public services across borders, sectors, and organisational boundaries

the regulation on horizontal cybersecurity requirements for products with digital elements (cyber resilience act) aiming to ensure a better cybersecurity of both hardware and software products throughout the whole supply chain and throughout their whole lifecycle

Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on measures to reduce the cost of deploying gigabit electronic communications networks and repealing Directive 2014/61/EU (Gigabit Infrastructure Act)

Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL laying down measures for a high level of public sector interoperability across the Union (Interoperable Europe Act)

Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on horizontal cybersecurity requirements for products with digital elements and amending Regulation (EU) 2019/1020

Connectivity

Ministers will hold a policy debate on the future of the connectivity sector. As digitalisation is one of the main drivers for long-term European competitiveness, access to secure, safe and reliable connectivity infrastructure is ever more crucial in order to ensure an effective single market.

Given recent technological and market developments, there is a need for measures to stimulate investments in connectivity infrastructure. Ministers are invited to explore potential benefits or risks in connection with such measures, other areas facing major challenges or other challenges the electronic communications sector is facing that would require attention.

Other matters

The presidency will update ministers on the state of play of a number of legislative files, on which negotiations with the European Parliament are ongoing:

the regulation establishing a framework for a European electronic identity (eIDAS)

the regulation on harmonised rules on fair access to and the use of data (data act)

the regulation concerning the respect for private life and the protection of personal data in electronic communications (e-privacy regulation)

The Commission will brief ministers on international initiatives in the digital field with a focus on trade and technology councils and digital partnerships. The presidency will also inform ministers on the outcome of the conference on ‘Sustainable AI and AI for sustainability’ held in Gothenburg on 2-3 May 2023.

Finally, the Spanish delegation will inform ministers on the working programme of the upcoming presidency during the second semester 2023.
