Legislative agenda

In public session, the presidency will inform ministers about the state of play of a legislative proposal to combat child sexual abuse. The proposed EU law would make it mandatory for internet companies to alert the authorities about online child sexual abuse on their platforms. A planned EU centre would support authorities acting on reports of child sexual abuse and collect and share expertise and best practices in prevention and victim support.

Ukraine

Ministers will also discuss the extension of the temporary protection for persons having fled from Ukraine after the start of the war. This protection – which was activated on 4 March 2022 – allows displaced persons from Ukraine to reside in the EU and to enjoy rights related to for instance residence and medical assistance across the EU. It was initially granted for one year and has been extended until 4 March 2025.

Schengen

As regards Schengen, the Commission will present its Schengen Package 2024 on the state of the Schengen area. Ministers will then define the “priorities for the Schengen Council cycle 2024-2025”.

Almost 40 years after the creation of the Schengen area, ministers will approve  the Schengen Declaration, with a commitment to ensure that the functioning of the Schengen area remains fit for current and future challenges.

The EU is on course to deploy an interoperability architecture of its crime-fighting and border security IT systems. The Entry/Exit System (EES) – an automated IT system for registering non-EU nationals travelling for a short stay – will be launched this autumn. The ETIAS travel authorisation system is scheduled to become operational in the first half of 2025. Ministers will take stock of this process.

Asylum and migration

On 14 May, the Council adopted the pact on asylum and migration, a comprehensive reform of the EU’s asylum and migration legal framework. Member states now have two years to put the set of rules into practice. At the Council meeting, the European Commission will present its common implementation plan, which will provide guidance to member states in this process.

Combatting drug trafficking and organised crime

The presidency will report about the progress achieved in the fight against drug trafficking and organised crime. The Council will adopt conclusions on a report issued by Europol in April 2024 which maps the most threatening criminal networks.

Internal security

The Presidency will present a state of play of the priorities and achievements in the field of preventing and countering violent extremism and terrorism. Ministers will also exchange views on the recommendations of the High-Level Group (HLG) on Access to Data for Effective Law Enforcement. The HLG was launched in June 2023 and has explored challenges that law enforcement practitioners face in their daily work in connection to access to data and has identified potential solutions to overcome them.
