Agenda of the EU Foreign Affairs Council on Development, 7 May 2024

The Foreign Affairs Council, in its development configuration, will take place in Brussels starting at 9.00.

Ukraine 

Ministers will exchange views on the situation in Ukraine and in particular on the Ukraine Plan, presented by the government on 20 March to unblock the disbursements under the first pillar of the Ukraine Facility for 2024-2027, conditioned by the progress of Ukraine’s reform and investment agenda.

The European Commission already transmitted its positive assessment, considering that the plan meets the necessary criteria and constitutes a targeted and well-balanced response to the objectives of the Ukraine Facility, addresses the challenges of Ukraine’s accession track, and responds to Ukraine’s recovery, reconstruction and modernisation needs.

Ministers will hold a discussion around how to ensure an effective coordinated support to the Ukraine Plan with a view to approve the assessment around mid-May.

Palestine*

The discussion is expected to focus on humanitarian and reconstruction aspects of the situation in light of latest developments and the deteriorating humanitarian situation and the evolution of the EU’s and member states’ response in that context. The report by the Independent Review Group on UNRWA, led by ex French Foreign Affairs minister Catherine Colonna will inform the discussion.

The High-Representative would invite ministers to discuss latest developments.

Secondly, ministers will be invited to reflect on how best to support the Palestinian Authority’s reform agenda, following the formation of the new Palestinian government.

EU engagement in fragile contexts

Team Europe engagement in fragile or politically estranged contexts is a cross-cutting priority of the Belgian Presidency.

During a working lunch, ministers will be invited to take a broad look at fragility and reflect on a coherent approach in our international partnerships and policy instruments to ensure that our partner countries can respond to specific drivers of fragility, including through the humanitarian-development-peace nexus. The discussion might also touch on the role of the Global Gateway in regard to fragility.

Current Affairs

Ministers will be briefed about preparations for the summit of the future, a high-level event taking place this year on 22-23 September in the margins of UNGA HLW. A special focus will be placed on the financial track.

Any other business

Under any other business, the Belgian Presidency will provide an update on health at the global level while Finland and Estonia will present a document relating to the implementation of the Global Gateway.

Ministers will also be updated about the mid-term evaluation of NDICI-Global Europe and mid-term review of programming. The aim of this evaluation is to determine if the Instrument is fit for purpose.

Estonia and Finland will present a joint non-paper on Global Gateway implementation.

The Council will approve conclusions on:

  • The European Court of Auditors report on the Global Climate Change Alliance+
  • The Annual Report 2023 on the implementation of EU External Financing Instruments in 2022
  • Small Island Developing States (SIDS)
  • Protection in humanitarian settings
