European Semester

Ministers are expected to approve the employment and social aspects of member states’ country-specific recommendations (CSRs) for their economic, social, employment, structural and budgetary policies. The Council will also be invited to endorse the opinion of the Employment Committee and the Social Protection Committee on the assessment of the CSRs for 2024 and implementation of the CSRs in 2023.

Labour and skills shortages

In the context of the European Semester, the Council will hold a policy debate on labour and skills shortages in the EU. The debate follows on from the action plan published by the European Commission in March 2024, and will focus on increasing employment levels among groups currently underrepresented in the labour market.

Social inclusion of persons with disabilities

Ministers will hold a policy debate on the topic of social inclusion of persons with disabilities at the EU and national level. The debate will focus on ways to support the employment of persons with disabilities as a key element of fostering social inclusion.
