Internal market and industry

On Friday, ministers responsible for internal market and industry will meet during the whole day.

A-items

Ministers are expected to approve legislative and non-legislative A/I Items.

The future of EU industry policy

Ministers will aim to approve Council conclusions on “A competitive European industry driving our green, digital and resilient industrial future”.

 

Other business

Just before the lunch, ministers will be informed about three issues:

the Commission communication on biotechnology: Commission communication: “Building the future with nature: boosting biotechnology and biomanufacturing in the EU”

the ministerial declaration of the D9+ ministerial meeting.

 

The Irish delegation will inform about the D9+ ministerial meeting that took place on 19 April. Ireland currently holds the chair of the “D9+” grouping, an informal alliance of digital frontrunners.

Use of carbon in the chemical industry

The delegations from Czechia, the Netherlands, France and Ireland will inform about measures to use carbon in the chemical industry.

 

Lunch

During the lunch, ministers will be invited to share their opinion on the competitiveness of energy intensive industries.

 

Future of the internal market

After lunch, ministers are invited to adopt Council conclusions on the future of the internal market, based on the high-level report presented by Enrico Letta, President of the Jacques Delors Institute and former Prime Minister of Italy presented in the special European Council on 18 April.

EU public procurement contracts

Ministers are invited to approve Council conclusions on the European Court of Auditors’ special report: ”Public procurement in the EU – Less competition for contracts awarded for works, goods and services in the 10 years up to 2021”.

Other business

The COMPET Council will conclude with seven AOB points. Ministers will be informed on legislative files’ state of play.

The Belgian presidency will give an overview on the state of play of the legislative files they have been working on. These include the regulation on toys safety, the regulation on late-payments, the regulation on compulsory licensing and the package of measures to reduce 25% of administrative charges.

Territorial supply constraints in the single market 

Information from the delegation of Netherlands, supported by the delegations of Belgium, Czechia, Croatia, Denmark, Luxemburg and Slovakia.

  • ‘Reinforcing EU industry to boost competitiveness’
  • The Spanish delegation will inform ministers on the reinforcement of EU industry.
  • Declaration of posting of workers

The delegations of Germany, Czechia, and Lithuania will inform about other activities relating to the declaration of posting of workers.

 

US customs measures

At the request of the French delegation, the Commission will brief ministers on the customs measures taken by the United States.

 

EU Competition Day

The Presidency will debrief ministers on the EU Competition Day.
