The Foreign Affairs Council will take place over two days and be chaired by the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell.

On 13 November EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine and the latest developments concerning Armenia and Azerbaijan.

The Council will then exchange views on the situation in Israel and the region, the foreign policy dimension of economic security.

Western Balkans

After the Foreign Affairs Council on 13 November 2023, EU Ministers will participate in the EU-Western Balkans ministerial meeting together with the the six Foreign Ministers of the Western Balkans partners: Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, and Serbia. The meeting will start at 17.30 and be chaired by the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell.

* This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
