The European Commission confirms that based on Art. 73(3)(d) of Regulation (EU) 2021/21151 establishing support for strategic plans to be drawn by Member States under the Common Agricultural Policy (CAP), support for the purchase of animals as well as compensation for dairy farmers for reproductive material from dairy cows through offspring sex control technology are not eligible. The above-mentioned legal basis provides for exceptions, which allow support for the purchase of animals, including dairy cows, in cases of natural disaster, adverse climatic events or catastrophic events, protecting livestock against large predators or being used in forestry instead of machinery, and in case of support for endangered breeds, which may also include dairy cows. Furthermore, the second subparagraph of the mentioned Article allows for support provided in the form of financial instruments to be used also for purchasing animals. Such a possibility already exists in the current 2014-2022 CAP framework.
