Today, the Commission has endorsed a positive preliminary assessment of Slovenia’s third payment request for €257.6 million (net of pre-financing) under the Recovery and Resilience Facility (RRF), the centrepiece of NextGenerationEU.  

Following its assessment of the payment request, submitted by Slovenia on 28 June 2024, the Commission has preliminarily concluded that Slovenia has satisfactorily completed the eight milestones set out in the Council Implementing Decision for the fourth grant and second loan instalments.  

The payment request covers important steps in the delivery of four reforms and four investments that will drive positive change for citizens and businesses in Slovenia in the areas of decarbonisation and sustainable mobility, investment support, education and public finances.  

Flagship measures in this payment request include: 

  • Pension reform: The Slovenian Government has submitted the draft pension reform proposal to the Economic and Social Council for consultation. The proposed reform aims to ensure adequate pensions while making the system fiscally more sustainable and transparent. The draft proposal also modernises the invalidity insurance scheme to facilitate integration into the labour market.  
  • Reform of sustainable transport: The Act on Alternative Fuels in Transport has been adopted. It creates a comprehensive legal framework to reduce greenhouse gas emissions from transport. The reform covers the creation, registration, and operation of recharging/supply infrastructure along with long-term financing for such facilities.  
Next steps 

The Commission has now sent its preliminary assessment of Slovenia’s fulfilment of the milestones required for this payment to the Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment to Slovenia can take place following the EFC’s opinion, and the adoption of a payment decision by the Commission. 

Background   

The Slovenia’s recovery and resilience plan comprises 69 reforms and 136 investments. It amounts to €2.68 billion, with €1.61 billion in grants and €1.07 billion in loans.
