OSCE: Thematic Reports from the Special Monitoring Mission to Ukraine

In-depth thematic reports are the result of the SMM’s work in the human dimension, an important part of the SMM mandate given to the mission by the OSCE 57 Participating States. The reports focus on different aspects of life affected by the conflict in Ukraine and complement the SMM daily reports.

SMM facilitation of repair and maintenance of civilian infrastructure along the contact line in Donetsk and Luhansk regions

This report is a follow-up to the SMM’s 2019 thematic report on its facilitation and monitoring of WoS for the operation, repair and maintenance of infrastructure sites. The report covers the period between 1 July 2019 and 31 October 2021.

Gender dimensions of SMM monitoring: women’s perceptions of security and their contributions to peace and security

As part of the OSCE’s overall efforts to contribute towards the implementation of the Women, Peace and Security Agenda (WPS), this report aims to highlight the specific experiences of women, call attention to the many contributions they make to reduce tensions and promote peace, and present key reflections they shared on ways to promote peacebuilding. It also follows up on the Mission’s December 2018 report on the Gender dimensions of SMM monitoring and covers the period between 1 November 2018 and 15 June 2021.

This report is a follow-up to the Mission’s December 2019 report on the impact of mines, unexploded ordnance (UXO) and other explosive objects on civilians in the Donetsk and Luhansk regions of eastern Ukraine. It covers the period from November 2019 to March 2021 and highlights the dangers these objects pose to civilians.

Checkpoints along the contact line: challenges civilians face when crossing

Crucial aspects of the lives of civilians in the conflict-affected areas of eastern Ukraine depend on their ability to cross the contact line. In 2020, the freedom of movement of civilians in this regard remains a key concern for the OSCE SMM. This report covers the period from 1 November 2019 to 15 November 2020 and notes new procedures in place, including in the context of the COVID-19 pandemic.
