The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Clariant’s Quats Business (‘Quats Business’) by Clariant International Ltd. (‘Clariant’), both of Switzerland, and Wilmar International Limited (‘Wilmar’) through their joint venture Global Amines Company Pte. Ltd. (‘GAC’), both of Singapore.

The Quats Business develops and produces quaternary ammonium compounds (known as ‘quats’) and, to a small extent, intermediate products for the manufacturing of quats. Clariant produces and sells cationic surfactants. Wilmar produces and sells fatty acids and fatty alcohols. GAC produces and sells amines, including non-ionic, cationic and amphoteric surfactants.

The Commission concluded that the proposed acquisition would raise no competition concerns given the companies’ limited combined market position resulting from the proposed transaction.
