Enlargement and Stabilisation and Association Process
The Presidency provided information on progress attained this semester, the Council had an exchange of views on all files related to the Enlargement and Stabilisation and Association process.
In particular, the Council discussed the recent political agreement with the European Parliament on the Instrument for Pre-accession Assistance (IPA III). IPA III is set to have a total budget of over €14 billion for the period 2021-2027. The political agreement still requires the final approval of the Council.
On 6 May, the Council agreed on the application of the revised enlargement methodology to the accession negotiations with Serbia and Montenegro. This paved the way for the holding of the first “political” Intergovernmental Conferences, which will take place in the margins of the Council meeting.
The Council had an exchange of views on the accession negotiations with the Republic of North Macedonia and the Republic of Albania.
The Presidency worked hard to hold the first Intergovernmental Conferences with Montenegro and Serbia under the new methodology for enlargement. I trust that the incoming Slovenian Presidency, will, building on our efforts, be successful in formally opening the negotiations with the Republic of Albania and with the Republic of North Macedonia.
