Brussels, 17 December 2024

Today, the EU Commission disbursed the third payment for €463 million, net of prefinancing, to Lithuania under the Recovery and Resilience Facility (RRF). This payment is comprised of €174.7 million in grants and €288.3 million in loans.

As for all Member States, payments made to Lithuania under the RRF are performance-based and depend on the implementation by Lithuania of the investments and reforms described in its recovery and resilience plan.

On 16 September 2024, Lithuania submitted to the Commission its third request for payment under the RRF, covering 25 milestones and 3 targets. They include investments in new electricity storage facilities and important reforms, such as ensuring a more efficient provision of ambulance services, updating education programmes, improving the investment environment for renewable energy developers and tax collection.

On 12 November 2024, the Commission adopted a positive preliminary assessment of Lithuania’s request for payment. The favorable opinion of the Economic and Financial Committee on the payment request paved the way for the Commission to adopt a final decision on the disbursement of the funds.

Lithuania’s overall Recovery and Resilience Plan will be financed by €3.85 billion, of which €194 million is dedicated to REPowerEU, the European initiative to phase out Russian fossil fuel imports.
