The Commission does not consider there is a need for a separate Islands Pact as islands are already included in the work of the intergovernmental Territorial Agenda of the EU. In particular, the Territorial Agenda 2030 provides orientation for strategic spatial planning and calls for strengthening the territorial dimension of sector policies at all governance levels. It recognises that Europe has diverse territories and these territories have unique development challenges and potential, though remoteness and the distinct characteristics of outermost regions mean they face particular development challenges.

In particular, the Territorial Agenda 2030 provides orientation for strategic spatial planning and calls for strengthening the territorial dimension of sector policies at all governance levels. It recognises that Europe has diverse territories and these territories have unique development challenges and potential, though remoteness and the distinct characteristics of outermost regions mean they face particular development challenges.
As part of the Territorial Agenda 2030, Member States and Commission are committed to take action to encourage decision makers at all governance levels to unleash the unique potential of territories with specific geographies and adequately address the constraints of these areas through integrated and cooperative approaches.
Furthermore, rural areas in islands are included in the Long Term Vision for Rural Areas1 and its Rural Action Plan as well as in the Rural Pact, which was launched by the Commission on 17 December 2021. Relevant actions include the EU Rural Observatory and the rural revitalisation platform.
