Brussels, 22 January 2025
Yesterday, the European Commission received France’s fourth payment request under the Recovery and Resilience Facility, amounting to €3.26 billion in grants, net of pre-financing.
This request concerns a total of 17 milestones and targets, covering key investments. These include the renovation of an additional 8.75 million square meters of public buildings to improve their energy efficiency, the acceleration of sustainable transport infrastructure works and the improvement of daily mobility, the digitalization of companies, the state and schools, as well as health, and the modernization of hospital infrastructure.
The request also includes reforms to reduce greenhouse gas emissions in cities, and to improve the assessment of the quality of public spending, to identify the most effective spending that promotes growth, social inclusion, and the green and digital transition.
The Commission will now assess whether France has satisfactorily achieved the milestones and targets related to this payment request. It will then communicate its preliminary assessment to the Economic and Financial Committee of the Council.
The global plan for France’s recovery and resilience will be financed to the tune of €40 billion in grants. More information on the French plan is available online.
