1. The Commission has a strong ethical framework and governance structure in place to ensure that its Members and staff respect the highest ethical standards and that its decisions are not unduly influenced. The Commission refers in this regard for further explanations to its Communication on Governance in the European Commission1 . In light of the current context, the Commission has started a broader reflection process on ethical and transparency rules.
2. The Commission is not aware of any illicit influence over Commission officials. Whenever suspicions exist or allegations in relations thereto be made, they are always examined and, if substantiated, investigated. In that regard, the European Anti-Fraud Office (OLAF) can investigate staff and Members of the EU institutions, including former Commissioners, if there is sufficient suspicion of serious matters relating to the discharge of professional duties.
3. As Vice-President Jourová explained in the Plenary on 14 February 2023, the Commission will make a proposal in the coming weeks.
