Agenda of the Special European Council, 9-10 February 2023

The European Council is meeting in Brussels for a summit to discuss Russia’s war against Ukraine and EU support for Ukraine, as well as the economy and migration.

At the start of the summit, EU leaders held an exchange of views with the President of Ukraine on Russia’s war of aggression and the European Union’s support to Ukraine and its people.

Russia’s military aggression against Ukraine

EU leaders will discuss recent developments with regards to Russia’s war of aggression against Ukraine and continued EU support to Ukraine. The EU and its member states stand united in their unwavering support for Ukraine and its people and have so far provided assistance to Ukraine worth €50 billion.

This European Council meeting takes place after the 24th EU-Ukraine summit on 3 February. It was the first summit to take place following the outbreak of Russia’s war and since the EU granted candidate status to Ukraine in June 2022. The summit focused on:

  • Ukraine’s European integration and accession process
  • the EU’s response to Russia’s war of aggression against Ukraine
  • global food security

In the face of the new geopolitical reality, EU leaders will discuss how to ensure long-term competitiveness, prosperity and the role of the EU on the global stage. In this regard, they will also discuss how to harness the full potential of the EU single market, which has underpinned Europe’s prosperity since its creation 30 years ago.

To respond to the challenges confronting EU industries, the leaders will also discuss a set of measures that could help in the short term.

Migration

The European Council will discuss migration and assess the implementation of its past conclusions on a comprehensive approach to migration in line with EU principles and values, with a focus on the effective control of external borders, increased external action and internal aspects.
