The European Commission has decided today to appoint Phillipe Mengal as Principal Adviser for Regulatory Scrutiny Board. The Regulatory Scrutiny Board is an independent body within the Commission that advises the College of Commissioners. It provides central quality control and support for Commission impact assessments and evaluations at early stages of the legislative process.

Philippe Mengal, a Belgian national, will build on his thorough understanding of regulatory policy, impact assessment and ex-post evaluation processes and methodologies. He is also equipped with a deep knowledge of EU policies and EU decision-making processes together with his robust management and communication skills. Philippe Mengal has pursued a career of over 30 years in the Bioeconomy, agro-food and Bio-based industry sector as well as in business development. Since October 2015, he has been the Executive Director of the Circular Bio-based Europe Joint Undertaking. He notably advised a number of Directorates-General in the development and revision of EU policies as well as their translation into action plans. He was closely involved in the main steps of the preparation and the negotiation of the Council Regulation for the establishment of new European Research partnerships under Horizon Europe Framework Programme.

In earlier stages of his career, he occupied various managerial positions in the private sector such as CEO of three companies, global Research and Development Director of a multinational enterprise and Senior Consultant in food ingredient, engineering and life science industries. He started his career in 1990 in France as Research and Development engineer in the field of biomass fractionation and purification.
