The European Commission will develop a vision for emerging virtual worlds (e.g. metaverses), based on respect for digital rights and EU laws and values. The aim is open, interoperable and innovative virtual worlds that can be used safely and with confidence by the public and businesses. Informed by input from a ‘citizens’ panel’, this initiative would describe this vision, address opportunities and societal challenges, and announce upcoming implementation measures.

It is important to consider existing EU legislation related to media accessibility, to secure a diverse EU metaverse. This makes reference to the EU Accessibility Act, and the AVMSD. This accessibility by default (EN 301 549 Accessibility requirements for ICT products and services) will mean to consider communication in all EU languages by default, and have embedded language technologies in all EU languages, including sign language.

Grundrechte, wie Meinungsfreiheit, Freizügigkeit und Integrität des “eigenen Raums” dürfen nicht angetastet werden. Dies schließt predictive policing jeder Art sowie anlasslose Auszeichnung der Bewegungen und Interaktionen aus.

Die EU sollte viele Startups unterstützen, um zu experimentieren. Noch weiß keiner genau, in welche Richtung es tatsächlich gehen wird. Die bürokratischen Hürden sollten dabei so niedrig wie möglich sein. Das Metaverse kann eine Chance für bisher wenig entwickelte, “abgehängte” Landschaften werden und helfen, die Ballungsgebiete zu entlasten.
