The EU Commission today adopted guidelines to promote the right of persons with disabilities to live independently and to be integrated into the community.
The guidance provides practical recommendations to Member States on the use of EU funds to accelerate the transition from institutional care to community-based services and independent living for people with disabilities. The aim is for the independent living of people with disabilities to become a reality, empowering them to choose how, where and with whom they live, and giving them access to a range of community-based support services, as well as equal access to services.
These guidelines represent a so-called “flagship” initiative of the 2021-2030 strategy for the rights of persons with disabilities. It contributes to the fulfilment of the obligations under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), to which the EU and all Member States are parties. The guidelines also aim to support the implementation of the European Pillar of Social Rights.
