Estonia and Finland seek to increase the electronic exchange of information on the social security of workers moving between the two countries. The aim is to improve the implementation of social security and to prevent errors and abuse.
Estonia’s Minister of Social Protection Signe Riisalo and Finland’s Minister of Social Security Sanni Grahn-Laasonen signed a Memorandum of Understanding on increasing the exchange of information concerning social security in Helsinki on Monday 2 October 2023.
By increasing the exchange of information, the aim is to prevent situations where people are paid benefits on false grounds in one country while being employed in the other. Another aim is to ensure that the applicable social security legislation is defined correctly and employers’ contributions are paid correctly especially in situations where people work simultaneously or periodically in Finland and Estonia.
Finland and Estonia have conducted negotiations on a smoother electronic exchange of information since autumn 2020. The aim is to achieve a treaty under which the exchange of information would be possible. Now that the Memorandum of Understanding has been signed, the countries will continue negotiations on legal and technical issues.
