The European Parliament,
– having regard to Rule 143 of its Rules of Procedure,
- whereas recovery from COVID-19 provides natural immunity that protects against the virus[1];
- whereas the recovery certificate states that a patient is protected for up to 180 days after a positive PCR test result;
- whereas some people have suffered from the disease and were not diagnosed through a positive PCR test result;
- whereas serological tests measure the presence of neutralising antibodies which shows the patient’s immunity to the disease;
- whereas the EU must ensure that unemployment and in-work poverty do not increase;
- whereas vaccinated people spread the virus as much as unvaccinated people;
1. Calls on the Commission to take into account the protection that natural immunity provides to patients who have suffered from the disease;
2. Calls on the Commission to immediately add serological surveys and antibody tests to the EU Digital COVID Certificate Regulation as a means of obtaining the recovery certificate;
3. Calls on the Commission to report on the immunity status of EU citizens to the Council of the European Union and the European Parliament.
