The text of the following statement was released by the Governments of the United States of America and the G7+ Group on Ukraine Energy Sector Support on the occasion of their fifth Ministerial Meeting on the margins of the 79th United Nations General Assembly.
International Atomic Energy Agency (IAEA) experts reported hearing over 100 rounds of gunfire in the vicinity of the Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) on Tuesday, allegedly in response to drones flying near the plant’s training centre.
Over 350 representatives from the EU institutions, governments, European and Ukrainian defence industries, industry associations, key partner countries and organisations will gather to strengthen defence industrial cooperation between the EU and Ukraine.
Experts of the International Atomic Energy Agency (IAEA) have continued to hear military activity in the region where Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) is located, but there have been no reports of new drone attacks on the site over the past week.
EU HR Borrell on freezing Russia’s assets: “We introduced rules for Central Securities Depositories, that generate these revenues, to keep them aside, to identify them, and account for them separately. These revenues are now on separate accrual accounts. We expect this mechanism could provide approximately €3 billion annually.”
The disbursement follows a positive assessment by the EU Commission of agreed policy conditions linked to reforms in the area of judiciary, anti-money laundering, public finance management, business environment and agriculture, as well as reporting requirements to ensure the legal and efficient use of the EU funds.
The European Commission transfers Simon Mordue to the function of Hors-Classe Adviser for the preparation and coordination of the Commission’s participation to the ‘Ukraine Peace Conference’ at the Commission’s Secretariat-General.
“Ukrainians have reported 7,000 guided bombs in four months 2024, which is about 60 guided bombs a day. There is the constant shelling in the east of Ukraine. It is part of Putin’s strategy. On the other hand, it is clear that Ukraine lacks weapons for self-defense and to reject the Russian aggression” – EU HR Josep Borrell.
The Foreign Affairs Council in Luxembourg discussed the Russian aggression against Ukraine in a joint session gathering both EU Ministers of Foreign Affairs and EU Ministers of Defence. They discussed the situation in the Middle East, with particular attention to the ever-worsening situation in the Gaza strip and the risk of escalation in the wider region.
New hope for Ukraine: U.S. Congress endorses emergency supplemental appropriations to respond to the situation in Ukraine and for related expenses for the fiscal year ending September 30, 2024, and for other purposes.
Mr Stoltenberg said that Allies had agreed to provide further military support, including more air defences: “NATO has mapped out existing capabilities across the Alliance and there are systems that could be made available to Ukraine.”
“According to the World Bank’s Rapid Damage and Needs Assessment, released in February 2024, Ukraine’s reconstruction and recovery will cost $486 billion over the next decade. It combines both needs for public and private funds. The most pressing issues are the highest estimated needs of housing, transport, commerce and industry, agriculture, energy, social protection, and livelihoods” – EU Commissioner Várhelyi.

The step paves the way for regular and predictable support to Ukraine under the EU’s up to €50 billion Ukraine Facility. Financing under the Facility will help Ukraine to keep its administration running, pay salaries and pensions, provide basic public services, and support recovery and reconstruction while it continues to defend itself against Russia’s aggression.

The meeting, brought together Ukraine, G7 countries as well as South Korea, the Netherlands, Norway, and Sweden, as well as observers from Denmark, Estonia, Latvia, Lithuania, Poland, Spain, Belgium, Finland, and Switzerland.
The EU General Court annuls the inclusion of Petr Aven and Mikhail Fridman on the lists of persons subject to restrictive measures between February 2022 and March 2023. Following a series of targeted missile and drone strikes on Ukrainian energy infrastructure by Russia, Ukraine’s power supply has suffered significant damage. The EU has swiftly mobilised emergency energy assistance which is on its way to Ukraine.
The law is connected with the Law of Ukraine on lobbying as the fourth and last additional step defined by the European Commission in the Enlargement Package in November 2023. It was a precondition for the adoption of the negotiating framework by the EU side in March 2024.
