The EU Commission has sent a request for information to YouTube, Snapchat, and TikTok, asking the platforms to provide more information on the design and functioning of their recommender systems. Under the Digital Services Act (DSA), platforms have to assess and mitigate risks stemming from recommender systems, e.g. for mental health and the dissemination of harmful content.
The policy brief, written by EU Commission staff, explores market dynamics, emerging tendencies, and barriers to entry in these sectors. It suggests elements of a preliminary framework for the analysis of cases, such as theories of harm and efficiency gains.
